Introduction

An unscheduled Routine Inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection licensing observed to following:
-The exit door located in the GCC(under 36 moths) classroom was easily accessible to children. A gate was previously approved at the time of issuance of the licence.
-One dollhouse was unanchored posing a risk of tipping on a child while playing.
-A crib was located next to hooks, and bags with handles on the wall, accessible to children when in the crib.
-The washer and dryer was stored in the bathroom, with a gap behind providing access for children to slide behind, posing a risk for entrapment.
-Outdoor play space turf secured to the one side wall was loose in two areas, where it provides room for entrapment.
Corrective Action(s): Please ensure to provide a healthy and safe environment is provided at all times while children are under the supervision of employees.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: During the inspection licensing observed children using one classroom sink for hand washing. Water was tested at 52.9 degrees Celsius.
Corrective Action(s): Please ensure that any heated water accessible to children is heated to no more than 49 degrees Celsius.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed all facility fire extinguishers to have not been serviced for more than a year.
Corrective Action(s): Please ensure to have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

NUTRITION AND FOOD SERVICES: 17020 - CCLR s.48(1)(b) - A licensee must (b) promote healthy eating and nutritional habits.
Observation (CORRECTED DURING INSPECTION): During the inspection licensing observed a partially consumed bottle of milk laying in a crib in the nap room. No child was napping in the room at the time. Staff removed the bottle during the inspection.
Corrective Action(s): Please ensure to promote healthy eating and nutritional habits when providing bottles to children.
Date to be Corrected: Immediately and ongoing


Comments

Summary of Inspection:
During today’s inspection, 20 children, 6 staff, the manager and the licensee were joined by licensing on site.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
During inspection licensing discussed the process for development of a care plan.
Storage of the emergency supplies in a closet where other items are stored. Please ensure to store emergency kits for easy access.
Staff references stored on site.
Reviewed and discussed the proposed amendment to add two other classrooms currently not in use. Licensing confirmed the two classrooms measured for 12 children in each room. Licensing reviewed the play away plan with the licensee and manager. This play away plan will be in addition to the temporary on-site play area that will be created and the current play space located at the front entrance. Licensee will provide photos once the on site play space is created. Licensing will review the increased capacity amendment request once submitted in full.
