Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: A selection of staff files were reviewed. Out of the 5 reviewed, both files did not have all references checked to confirm the individual is of good character.
Corrective Action(s): Ensure character references have been verified for all staff.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: A selection of staff files were reviewed. Out of the 6 reviewed, 2 were missing validations from the ECE registry.
Corrective Action(s): Ensure staff that hold an educator or assistant certificate have their certificate verified by the ECE Registry.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation (CORRECTED DURING INSPECTION): A random selection of children's files were reviewed. Out of the 7 reviewed, 1 did not have a photograph.
Corrective Action(s): Ensure a photograph or digital image of the child is on file.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: A random selection of staff files were reviewed. Out of the 6 reviewed, 2 files did not have a care plan developed in consultation with the parent or any person requested by the parent.
Corrective Action(s): Ensure a care plan is developed in consultation with a parent.

Comments

Summary of Inspection:
At the inspection dated September 23, 2022, there were 6 children with 1 staff and the Manager.
At this inspection the above noted contraventions were identified.
Action required by the Manager includes providing a written response by September 30, 2022 .
Actions required by Licensing include reviewing the written response.

The following education was provided:
- Covid-19 vaccine status for all staff
- Ensure all children requiring extra support, have a current care plan showing the diagnoses and recommended courses of action are on file. There is some information provided for these children however, it will need to be updated as the school year progresses.
