Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations(CCLR) and the relevant Director of Licensing Standards of practice (DOLSOP). All areas were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed:
- a rocking chair with ripped fabric, and what appeared to be soiled marks on the arm rests.
-A play kitchen set with a door removed, leaving a hinge with sharp edges accessible to children.
-Bench cushion in one room which appeard to be soiled.
-The change pad in one GCC(under 30m) classroom with tears. The manager said this is not being used by the clasroom, and will be removed.
-Chipped floor strip in one classroom exposing the underflooring, and preventing sanitization

Corrective Action(s): The manager said they will be correcting all identified items today and will provide written response.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing reviewed 12 staff files, of those 3 had no completed Criminal Record Check(CRC), and one had not been completed by the licensee. The manager said there are 3 new staff and they had record of submitting the CRC request today.
Corrective Action(s): The manager said the staff will not be working alone, or in the bathroom with children until the CRC has been completed.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation (CORRECTED DURING INSPECTION): Of 12 employee files reviewed, 2 files did not have immunization record in file.
Corrective Action(s): The manager said the staff were new today, and had not yet provided immunization record, but will obtain those today.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: Medication for one child was expired in 2022, and no medical administration form was available for the medication.
Corrective Action(s): The manager believes this medication is no longer needed, and will correct this today.

Summary of Inspection:
During today’s inspection the manager, 8 staff 35 children were present.
At this inspection, the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions. Licensing will review the written response.
As part of the routine inspection, a facility risk assessment tool was completed, and a copy was provided to the facility along with the report. Copies of the inspection report and the Facility Risk Assessment Tool were reviewed, discussed, and provided to the Licensee/Manager.

Discussions:
· Plan for addressing the rubber wood chips used in the outdoor playground. Licensee will provide a date for completion of the project, and a plan for the Infants active play.
· Food provisions
· Employee records
· Utilizing Your Checklist to assess the facility daily, weekly, and monthly.
