Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing noted one electrical outlet in the multipurpose room exposed, and accessible to children in care
Corrective Action(s): Please ensure all electrical outlets are inaccessible at all times children are in care

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Audit of staff files, revealed one file missing immunization status
Corrective Action(s): Please ensure all required documentation is obtained and maintained at all times

CARE AND/OR SUPERVISION: 14010 - CCLR s.34(1) - A licensee must ensure that children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child.
Observation: During audit of staff files it was noted that there is only one qualified Infant/Toddler staff person. LO was informed that for the first half hour of the program and the last half hour of the program an ECE staff person is working with children under 36 months. LO explained that this regulation can only be implemented once daily either for the first half hour of the day or the last half hour of the day.
Corrective Action(s): Please submit a written staffing plan detailing how all children under 36 months will be supervised at all times

Comments

At the inspection dated January 29, 2019 there were 29 children and 5 staff present today; the preschool and school age program were not in operation during this inspection.

Coded violations were noted during today's inspection; please provide licensing with a written staffing plan by January 30, 2019 outlining how all children under the age of 36 months will be adequately supervised at all times. In addition, please provide licensing with a written response indicating how the additional coded violations have been suitably addressed by February 5, 2019.

Licensing had a discussion with both the facility manager and the licensee representative regarding the attached outdoor space that has been out of commission for quite some time. There has been indication that construction is set to start shortly, however licensing has not received any site plans for the proposed space. Please submit site plans, that include all dimensions of the space as well as layout and equipment that may be included in the project for review and potential approval in principle.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
