Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Licensee reviewed the staff files and found that one staff did not have evidence that their references had been checked.
Corrective Action(s): Please ensure that all staff files are complete before they are working with the children.
Date to be Corrected: January 1, 2017.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: The manager stated that they did not record the October fire drill.
Corrective Action(s): Please ensure that fire drills are recorded as required.

RECORDS AND REPORTING: 19140 - CCLR s.57(2)(h)(i) - A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation: Licensing reviewed the children's files and found that one child did not have signed consent from the child's parent to administer required medication.
Corrective Action(s): Please ensure that all required documentation is completed.

Comments

*There is evidence in the staff files that Criminal Records have been sent to the Criminal Record Review Agency in Victoria, but there are no results.
CRCs are to be complete and on site at the facility.
One staff has a Criminal Record Check from their last place of employment, please ensure that CRCs are site specific as required.
The facility is clean.
