Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
17 children were present with 2 staff, in addition to 1 Supported Child Care staff who was providing 1:1 support for a child. Staff to Child Ratios were met at today's inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Care Plans
As discussed for any child that may require additional support, a care plan should be developed in consultation with the parent. It was noted that a parent had indicated under the medical alert section of the registration form that a child had a medical diagnoses relating to behaviour and was on a prescribed medication. Licensing to send out information for considerations when developing care plans. The manager was of the understanding that only formal care plans that have been developed by an outside agency were required to be on file. It was clarified, that Section 58 (2) (a) (b) of the Child Care Licensing Regulation places the responsiblity to ensure care plans are developed for any child requiring additional support. Manager advised that some specific strategies are already being implemented for the child and will develop a written care plan in consultation with the parent.
Emergency Evacuation Planning
It was discussed that best practice for emergency planning in the event of a disaster (e.g. earthquake) that an out of area/province be obtained and provided to parents. This would permit the staff's focus to be on the children in care as opposed to attempting to contact each parent individually. Licensing to mail out emergency planning considerations.
Date of Forms
A reminder to ensure the year is included on the facility record forms - e.g. minor incident form; safety records.
Records
A random review of 10 children's records; fire records; evacuation records was completed and found to be in compliance with the Child Care Licensing Regulation.
Policies and Procedures
Policy's for Active Play and Screen Time Use have been developed and shared with parents in accordance with the Director of Licensing Standard of Practice for Active Play and Screen Time Use.
Staff Files
A checklist is used to indicate required documentation as per Child Care Licensing Regulation. Hard copies are maintained at the head office. It was noted that a staff person (assistant) who was present at today's inspection, did not have their name on the checklist. The Manager advised this staff person was new and their name may not have been added to the list. Licensing is requesting that the Manager email the Licensing Officer to confirm that the required documents are on file at the head office for this staff person.
Indicent Reporting
It is recommendated that the Licensee review the procedures for incident reporting with staff. It was noted that a Level 3 incident report had been completed and as per Club KIDS policy, Level 3 incidents requires submission to the Supervisor for Club KIDS, in addition to notification to Licensing. A review of the Licensing database noted that a Community Care Facility Incident Report Form had not been submitted to Licensing.
