Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: During the inspection the temperature of the water in the washroom was meaasured as 50.6 degrees Celcius. This was corrected during the inspection.
Corrective Action(s): Please ensure the water temperature does not exceed 49 degrees Celcius to ensure the health and safety of children in care.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During the inspection Licensing observed the facility records. In discussion with the Licensee she stated an annual evacuation drill was practiced, but no documentation was completed.
Corrective Action(s): Please ensure the annual evacuation drill is recorded as being completed.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Licensing observed the facility policies and procedures. A screen use and active play policy were not present.
Corrective Action(s): Please ensure a policy for screen use and active play is developed, implemented and shared with families.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed the attendance records. One child's name was not recorded on the attendance record.
Corrective Action(s): Please ensure all of the children's names are recorded on the record of attendance. The Licensee stated she was unaware she needed to record a family member on the attendance record.

Comments

At the inspection dated April 9 , 2019 there were 7 children and 2 staff present. At this inspection the above noted contraventions were identified. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:

· Promoting Active Play in the program
· Temporary Placements
· Active Supervision
· Lead in the Water

The following resources were provided:

· Reportable Incident Bulletin
· Reportable incident forms

This report was reviewed with the Licensee prior to signing.
