Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.Inspection completed accompanied by JIBC student for the purpose of training.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Observed un exposed eclectrical outlet in an area accessible to children. The children were playing outside and the plug was covered prior to the children gaining entrance indoors therefore lowering the risk to children.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Children observed washing hands outdoors prior to having snack.One bucket of soap / water was used by all the children. Discussion held pertaining to this practice and a suggestion made to provide portable or running water for each child.
Corrective Action(s): please ensure healthy practices are promoted which reduce the risk of illness.

Comments

Discussed additional information to be included within internal documentation / incidents unexpected events observed detailed entries however manager provided examples which may be captured verbally.
Observed outdoor programming , including snack and circle time outside.
Outdoor environment changes include storage shed for supplies and equipment , a boat incorporated within the yard for children's use and the installation of turf area.
Outdoor area point of entry ( gate ) is equipped with a lock and key , secured gate is supported however discussed the added time required to gain or exit the yard. Discussed options to ensure the gate remains secure.
Reviewed the importance of maintaining Active Supervision , conducting frequent head counts , scanning the environment. Reviewed reportable incidents and requirement to report to CCFL within 24 hours.
