Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): Licensing noted the name of the Manager was not displayed in the facility. This was corrected while licensing was on site.
Corrective Action(s): Please ensure the name of the Manager is displayed in a prominent place in the community care facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing noted rust on the floors and garbage cans in the school building bathroom, as well as on a lower bathroom ledge.
Corrective Action(s): Please ensure all equipment and fixtures are clean and in good repair while children are in attendance.,

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Licensing noted the following accessible to children:
- Pieces of wood were peeling off a small outdoor picnic table
- A walking ramp leading up to a portable was in need of repair
Corrective Action(s): Please ensure all indoor and outdoor materials and equipment accessible to children are in good repair.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Licensing reviewed fire drills and noted one was not conducted for the month of December.
Corrective Action(s): Please ensure employees practice implementing the fire drill at least once each month.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Licensing noted a volunteer was present with no file available.
Corrective Action(s): Please ensure volunteer records contain all required information.

Comments

At this inspection dated March 17, 2020, there were 70 children and 29 staff present. At this inspection, the above noted contraventions were identified.
The following was discussed with the licensee:
· Snack and mealtimes
· Policies and procedures
· Medication
· Emergency management

The manager is to submit a facility maintenance plan with the written response by March 23, 2020.

As part of the routine inspection, a Facility Risk Assessment Tool is completed and a copy is provided.
