Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). This report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection, a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3-year “historical” review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31100 - RCR s.17 - A licensee must ensure that water accessible to a person in care, from any source, is not heated to more than 49° Celsius.
Observation: The water temperature in one washroom used by person in care was 54 degrees Celsius.
Corrective Action(s): Please ensure that the water accessible to a person in care, from any source, is not heated to more than 49 degrees Celsius.

STAFFING: 32320 - RCR s.68(4) - A licensee must ensure that all employees comply with the policies and procedures of the medication safety and advisory committee.
Observation: The insulin medication has no date when it was opened, this medication has a pharmacy label that can be stored outside the fridge for 28 days. Medication refrigerator temperature were not recorded 15 times in January and February 2023, temperature has to be monitored twice a day.
Corrective Action(s): A licensee must ensure that all employees comply with the policies and procedures of the medication safety and advisory committee.

POLICIES AND PROCEDURES: 33280 - RCR s.85(1)(d) - A licensee must do all of the following: (d) ensure that policies are implemented by employees.
Observation (CORRECTED DURING INSPECTION): Two cabinets containing recreation supplies like nail care products and scissors were left unlocked. These areas were accessible to persons in care. As per staff these cabinets should be locked at all times.
Corrective Action(s): A licensee must ensure that policies are implemented by employees.

HYGIENE AND COMMUNICABLE DISEASE: 35040 - RCR s.63(1) - A licensee must ensure that all food is safely prepared, stored, served and handled.
Observation: Three unlabelled food in food containers were stored in first floor servery refrigerator.
Corrective Action(s): Please ensure that all food is safely stored.

MEDICATION: 36170 - RCR s.72(b) - A licensee must ensure that a person in care's medication is returned to the dispensing pharmacy if (b) the expiry date on the medication has passed.
Observation: One person in care's medication stored in the medication cart was expired.
Corrective Action(s): Please ensure that person in care's medication is returned to the dispensing pharmacy if the expiry date on the medication has passed.

Comments

The facility has the process in place for persons in care's dental service/consult provided by mobile dental services. Oral care assessment also done by staff.

Thank you to all the staff for their assistance and cooperation with the completion of this routine inspection.
The findings were discussed with the facility leadership and the report was written and signed at the site.
The copy of the report and risk assessment were provided via email.
