Introduction

An unscheduled follow up inspection was conducted to assess contraventions noted on routine inspection WBET-CMZTED dated January 12, 2023 and follow up inspection #WBET-CNPQZG dated February 3, 2023.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Areas of drywall are exposed in the nap room, walls throughout the facility are in need of cleaning. These items are repeat noncompliance. During the inspection the Licensing Officer noted rotting fence posts and areas of the outdoor deck floor that gave way when stood upon. Areas of the deck floor are also showing signs of wear and tear and have exposed slivers.
Corrective Action(s): Please ensure children do not have access to exposed drywall and that the facility walls are cleaned. The deck needs to be in good repair. The manger discussed using the front yard to play in until funding is obtained to repair the deck and she will submit a plan stating how she will make the front yard hazard free to the Licensing Officer.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Upon inspection the following were observed:
Mr Clean in a unlocked cupboard under the bathroom sink.
Lysol spray on the bathroom sink.
Two large containers of plant fertilizer on the deck where children were playing.
Bottles of alcohol, a can of wasp spray, three cans of butane gas spray and engine oil were accessible to children in the dining area of the home.
Corrective Action(s): Please ensure children do not have access to hazardous items.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Although some items are available in the emergency kit there are not enough supples for seven children for up to 72 hours. This is ongoing repeat noncompliance.
Corrective Action(s): Please ensure there are enough supplies for 72 hours for seven children.

NUTRITION AND FOOD SERVICES: 17010 - CCLR s.48(1)(a) - A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.
Observation: Upon inspection perishable food items were found being stored in children's lunch bags. This is ongoing repeat noncompliance.
Corrective Action(s): Please ensure all perishable food items are stored between 0-4C

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Daily attendance including time in and time out and absences had not been recorded for June 27, 28 and 29. Recording accurate daily attendance is ongoing repeat noncompliance.
Corrective Action(s): Accurate daily attendance must be recorded.

Comments

At the inspection dated June 29, 2023 there were six children and one staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the report. This report was reviewed with the manager, written off site and a copy emailed to the manager.

The following were discussed with the manager:
It is the responsibility of the licensee to ensure the facility is in compliance with the Community Care & Assisted Living Act and the Child Care Licensing Regulation at all times.

In order the use the front yard the following are required:
Remove all rusty and broken toys and equipment.
Remove the lawn mover and all other gardening equipment.
Ensure children do not have access to the pathways at each side of the house.
Ensure all overgrown shrubs are trimmed.

A copy of a Fraser Health suggested list of items to include in an emergency kit was sent by email to the manager.
