Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Name of the manager was not posted.
Corrective Action(s): Ensure that the name of the manager is posted in a prominent place in the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Plastic bags were stored in the cupboard and accessible to children in preschool room
Corrective Action(s): Ensure that a safe environment is provided at all times while children are under the supervision of employees

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: A minimum of two character references were not maintained for one or more employee's.
Corrective Action(s): Ensure that two character references are included in the employees file.

STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: Emergency evacuation plan/drill is not implemented annually

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Medical practitioner name and phone number was missing from one out of five child's files checked
Corrective Action(s): Ensure that the children's files and records are maintained and available in single place

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: Consent to call a medical practitioner or ambulance in case of accident or illness is not maintained in one or more children's files.
Corrective Action(s): Ensure that the consent is maintained in writing in children's files.

Comments

At the inspection dated January 17, 2022 there were 25 children, 6 staff and manager present. At this inspection above noted contraventions were identified. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

- Having a system in place for children's records organized in the files.
- Having all the emergency supplies easily accessible in case of an emergency.
