Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR ##GSIU-ARKNF have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following health and safety concerns inside the environment:

-a large bookshelf in the sleeproom was not secured to the wall. This could cause a potential falling hazard
-2 door handles were easy to open. Items behind these doors were a storage cupboard and a kitchen.
-a picnic table was propped up against the wall that could cause a potential falling hazard. This was corrected during the inspection.
-an open garbage can with used tissues was accessable to children. This was corrected during the inspection
-a fridge was on the top of a shelf within easy reach that could cause a falling hazard
-3 covered cups of coffee that could cause a potential scalding hazard
-small toys that may present a choking hazard to the children in care. This was corrected during the inspection.

The director and I discussed these health and safety concerns and talked about the room arrangement and reducing the clutter. There is a plastic play yard in the main play area that sections off part of the room. Licensing encouraged the director and staff to utilize all of the usable space in the environment as outlined in their floor plans to meet the legislative requirements of 3.7 square meters per child.
Corrective Action(s): Please ensure a health and safe environment is provided for children at all times.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Four children's files out of eight were reviewed at the inspection. Two children's files were missing a record of immunization status
Corrective Action(s): Please ensure children's records are complete.

RECORDS AND REPORTING: 19370 - DLSOP Safe Play Space (maintenance of equipment [b3]) - [bullet 3] Keep a log of all inspections, maintenance and repairs.
Observation: A playground inspection log was observed. The log was last completed on November 9, 2018.
Corrective Action(s): Please ensure a log of all playground inspections is maintained to ensure the health and safety of children in care.

Comments

At the inspection dated December 10, 2018 and December 11, 2018 there were 7 children and 3 staff present and 4 children and 3 staff. At this inspection the above noted contraventions were identified. Please provide a written response to licensing by December 24, 2018 addressing how you have corrected the above contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:

Lead in the Water
Any product that has a DIN # -(Drug identification number) requires a medication authorization for authorized by the parents prior to administering. The director will be using new medication forms.
More items need to be added to the first aid kit
The director stated she would like to make changes to the outdoor space. I suggested she submit site plans for her proposed outdoor play space. We will need to review the site plans and remeasure the proposed outdoor space to ensure it meets the legislative requirements.
