Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practise (DLSP). All areas of the facility were inspected for compliance. A Covid 19 Risk Screening was done with the Licensee on the phone at the facility prior to entering. At the time of the inspection, there were no children in care yet.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The counters in the kitchen are cluttered, have miscellaneous items on it - all things children do not need access too. Children have to walk through the kitchen area to get to the washroom and naproom.
Corrective Action(s): Please ensure that there are no items in the kitchen accessible to children that should not be.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The window sills and tracks of the window in the nap room are dirty.
Corrective Action(s): Please ensure that the whole facility is regularly cleaned.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Fire drills have not been practised since June 2020.
Corrective Action(s): Fire drills must be practised once a month and documented to show they have been practised.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 6 children's files were reviewed and 4 are missing immunization status.
Corrective Action(s): Please ensure that immunization status is available for every child that attends

Comments

At the inspection dated October 29, 2020, there were no children present with the Licensee. At this inspection, the above contraventions were identified. As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided.

A detailed discussion was had with the Manager regarding cleaning, sanitizing and hand washing. It appears some is being done but does need to increase in frequency. The following was also discussed:

-expiry date of ECE licence to practise certificate is approaching - Licensee must contact ECE Registry to ask about process to renew
-fire extinguisher will need to be serviced prior to February 2021
-accuracy of measurement of bleach for sanitizing solution
-labelling all spray bottles used in the facility
-removal of large foam mattress in nap room
-ensuring hand soap is at full consistency - not watered down
-first aid certificate to be renewed prior to expiring early next year
