Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following was observed during the inspection:
- Duct tape was used on the corner of tables to keep padded corner protectors in place. Duct tape is difficult to clean.
-Two children were served lunch from one bowl and one spoon. Licensing recommended that the staff provide one bowl and one spoon for each child to reduce the potential for cross contamination if a child becomes ill. Please correct by November 24, 2022
Corrective Action(s): Please ensure a healthy and safe environment is provided to children at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following was observed during the inspection:
-Several paint chips were observed in the facility. This is a repeat contravention from inspection #CLAN-C9NMWT, # CLAN-BKZRLK
-The edge of a bench had a porous surface where the paint was removed.
-In some areas the laminate on the floor was chipping around the edges. This could make the surface difficult to clean and could harbour bacteria. This is a repeat contravention from inspection # CLAN-C9NMWT.
-The door to the naproom had a dent in it.
Corrective Action(s): Please ensure the facility is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection licensing observed a stereo with a cord in the sleep area and a sash for the curtain hanging at a lower level. This could present a potential hazard. This was corrected during the inspection.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Three staff records of three were reviewed. The Managers record was missing a character reference.
Corrective Action(s): Please ensure staff records are complete.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: A record of the person's work history was not obtained for one employee.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for one employee.
Corrective Action(s): Please ensure staff records are complete.

Comments

At the inspection dated November 23, 2022 there were 7 children, and 2 staff present. The Director arrived during the second portion of the inspection At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by December 7, 2022 unless otherwise specified in the report. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Director.

The following education/recommendations were provided:
-The reportable incident reporting procedure. Forms and the bulletin were provided
-The current cleaning protocols that are in place
-Preventing lead in the water

The inspection findings were reviewed with the Director at the inspection as the Manager was absent. A copy of these documents were sent to the Director who will share this information with the Manager. If you have any questions regarding this report please contact me.
