Observation: Water treatment does not remove or inactivate protozoa.
Corrective Action: Planning is underway to install enhanced water treatment to provide full water treatment which meets the 4,3,2,<1 standard.

Comments:
Good bacteriological water sampling frequency in 2017 with 122 samples processed by BCCDC laboratory. Water quality was within acceptable range overall with 11 samples positive for total coliforms, which is within the 10% maximum acceptable level. Total coliform levels fluctuated significantly at times throughout the year, likely as a result of raw water quality fluctuations. This is despite good chlorination system operation and monitoring. During this inspection the free available chlorine concentration was 4.2 ppm at injection point and 2.0 ppm at the storage tank outlet. The online turbidity analyzer accuracy is in question at this time. Water use appears to be elevated at this time, which may indicate significant water loss via leaks. You are encouraged to address the leaks to reduce costs related to water treatment. VAID has recently learned of a successful application for a grant for an enhanced water treatment system to be designed and installed. The VAID board will review options and make a decision in the near future. The intent is to remove organics and colour from the source water to allow for the application of a 2nd treatment barrier, thus providing water that meets the full treatment standard. A replacement storage tank is also included in the plan. Please ensure a Construction Permit Application is submitted to VCH before proceeding with any construction on the system upgrades. Improvements to the pump vault in Priest Lake are being planned for 2018. The VAID has been very progressive in terms of public education related to drinking water and in taking steps to secure funding for major water system upgrades. Please forward copies of any chemical water analysis tests performed in 2017. Ensure a full analysis is performed at least annually.
