Comments:
Sampling frequency has been less than required in 2015. Samples have only been submitted in Feb., March and April rather than monthly as required. During inspection it was noted there was no measurable amount of free chlorine in the treated water. On-site records as well as recent inspection history show this has been an ongoing problem. DWO opened water taps to activate the pumping system but was unable to cause the hypochlorinator to pump. It was also noted that the UV system was being bypassed. This valve must have a lock applied directly to it to prevent accidental opening of the valve. No details were available for any operator to follow; this did not allow the back-up operator or site manager to make any adjustments. The water system needs to be more diligently operated on a daily basis to ensure disinfection and metals removal are operating continuously. A laminated set of instructions need to be posted in the pumphouse. Regular maintenance must be ensured by contracting a trained maintenance providre for regular checks, or assigning this job at a more significant level. This water treatment system is capable of providing safe, treated water on a continuous basis and must be operated as such.
