Violations:
A summary of the violations found during the inspection are listed below.

Code   Description / Observation / Corrective Action
304   Inadequate Water Quality / Disinfection / Treatment / Quantity
Observation: 25 Inadequate treatment for the removal of parasitic cysts of Giardia / Cryptosporidium
Corrective Action: As discussed during our meeting of March 31, 2004 the chlorination system on 21 Mile Creek source does not provide protection against organisms such as protozoa. I appreciate the efforts of your staff and consultants in addressing this issue and look forward to reviewing the results of your study / report on the feasibility of retrofitting UV disinfection or equivalent treatment to address this important issue. As we further discussed, by installing a second treatment barrier, concerns over the start up of the chlorinator (post shut down - short term lack of residual) may also be addressed.

Actions Taken:
Information Exchanged
Thank you for promptly addressing the terms and conditions on your Permit to Operate. I look forward to reviewing additional treatment options for your surface water source (21 Mile Creek); and understand you will continue to work on developing a Cross Connection Control Program (not due until December 31, 2004).
As we discussed, for the purpose of clarifying our requirement for a certified operator, the operator in charge must be trained and certified to the same level of system as determined by the EOCP water system classification criteria.

Comments:
Thank you for promptly addressing the terms and conditions on your Permit to Operate. I look forward to reviewing additional treatment options for your surface water source (21 Mile Creek); and understand you will continue to work on developing a Cross Connection Control Program (not due until December 31, 2004). As we discussed, for the purpose of clarifying our requirement for a certified operator, the operator in charge must be trained and certified to the same level of system as determined by the EOCP water system classification criteria. The attached 2003 sample range report indicates excellent bacteriological water quality. Please recognize we do have concerns for control of organisms such as protozoa as noted above. This is a good example of a well maintained water system. Thank you for your cooperation.
