Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Contraventions
Previous Inspection - Contraventions observed on FIR #SWAR-9ZAMQX have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: Licensing observed that there were 5 children under 4 years of age in attendance today. 1 child was a 'drop in' in replacement for another child, who is also under 4. On review of attendance, it is evident that there were 2 days in June when 7 children were in attendance and 6 of them were under 4 years of age. For a further 10 days in June, 6 children were in attendance and 5 of them were under 4 years of age.
Corrective Action(s): Please ensure that group size is maintained as per Section 34 and schedule E of the Child Care Licensing Regulations. A temporary placement must be applied for to bring the facility back into compliance.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: On review of all 8 children's files, licensing observed that one was missing an enrolment date.
Corrective Action(s): Please ensure all information for children is complete at time of registration.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: On review of 8 children's records, one was missing emergency contact information for the parent and therefore would not be attainable in an emergency situation, although there are alternate emergency persons listed.
Corrective Action(s): Please ensure parent contact details are sought immediately and completed on the child's file.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Licensee and 6 children. A JIBC Practicum Student was also in attendance with Licensing.

Programming is posted and available for parent review
Licensing observed Licensee engaged with children using a respectful tone and appropriate language.
Licensing observed the children finishing up for snack - hygiene practices are in place. Children had access to free play equipment which involved dress up item, puzzles, sand play, lego and construction toys. Licensing observed children going outside for outdoor play.

Discussions with the Licensee:-
- Licensing reviewed children's files with the Licensee and recommends completing a full audit to ensure complete information.
- Licensing provided 'Live 5210' resources.
- Temporary placement was discussed at time of inspection to bring the facility into compliance.
- Discussed integrity of the log book
