Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: perfume, rubbing alcohol, glass cleaner located in the cupboards under the bathroom sink
Corrective Action(s): Please ensure all hazardous items located under the bathroom sink are made in accessible to the children in care

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Hot water temperture today was 55.2 degrees Celsius
Corrective Action(s): Please ensure hot water temperture does not exceed 49 degrees Celsius

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Fire extinguisher is overdue for servicing
Corrective Action(s): Fire extinguisher must be serviced annually

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Fire drills have not been recorded since December 2021
Corrective Action(s): Fire drills must be practised and recorded monthly

PROGRAM: 18060 - CCLR s.44(3)(4)(5) - A licensee, other than a licensee providing a care program described as Occasional Child Care, must provide each child with daily outdoor play periods unless weather conditions would make it unreasonable to do so. (4) Despite subsection (1), a licensee who provides a care program described as Occasional Child Care need not provide a program of outdoor activities. (5) Despite subsection (3), that subsection applies to a licensee who provides a care program described as Child-minding only if the program provides care for 3.5 hours or more each day.
Observation: Licensee states that daily outdoor activities do not take place
Corrective Action(s): Please ensure the children engage in outdoor play activities daily

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Audit of 5 children's files revealed one file is missing medical insurance plan number
Corrective Action(s): Please ensure all required documentation is obtained and maintained at all times
Date to be Corrected: June 1, 2022

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Audit of 5 children's files revealed one file missing Medical Practitioner phone number
Corrective Action(s): Please ensure all required documentation is obtained and maintained

Comments

At the inspection dated May 25, 2022 there were 2 children and 1 staff present.
At this inspection the above noted contravention were identified. The Licensee/Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed. For this inspection the contents of the Facility Inspection Report and Risk Assessment were discussed on site, however were written off site and provided to the Licensee/Manager via email. No signatures were captured during today’s inspection.
