Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services

· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Review of Fire drill recording system, it was noted that no fire drills were recorded for November and December of 2017, and Manager states that a Fire drill for January 2018 was not practised or recorded.
Corrective Action(s): Fire drills must be practised and recorded monthly

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Audit of 20 children's files revealed approximately 4 files missing Medical Insurance plan number
Corrective Action(s): Please ensure all legislatively required information is obtained and maintained at all times

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Audit of 20 children's files, 4 revealed missing Medical Practitioner Name and contact information. Through discussion with Licensee Rep, Licensing recommends having any families in the situation where there may not be a primary medical practitioner available, documenting the name of the Medical Clinic they may frequent in the interim, as this would meet the intent of the regulation

Comments

The Panther Pen program utilizes a variety of spaces within the school, some of those rooms are the Computer Lab, Multipurpose Room and several classrooms. As these rooms are classrooms that the children frequent throughout the school day, they are familiar with their locations and rotation throughout the week. Today a walk through of the Computer Lab, one classroom, multi purpose room and kitchen took place.
