Introduction

An unscheduled routineinspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During the inspection it was observed that the name of the Manager was not posted.
Corrective Action(s): Please ensure the name of the Manager is posted to ensure compliance with the legislation

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: During the inspection a large bookshelf was observed in front of the emergency exit.
Corrective Action(s): Please ensure there is no furniture placed in front of the emergency exit to block or hamper the exit in case of emergency. Corrected during the inspection.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Licensing observed one staff record. Documentation on verification of an ECE certificate was was not in the staff record. In discussion with the Manager she stated that she completed this process last year after the routine inspection but she was unaware that she needed to have documentation to prove that this was completed.
Corrective Action(s): Please ensure all staff certificates are verified with the ECE registry and documentation of verification is placed in the staff records.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Licensing observed the facility policy and procedures. There was no policy noted for active play and screen use.
Corrective Action(s): Please ensure a screen use policy and an active play policy is developped and shared with parents and caregivers in compliance with the director of licensing standards of practice...active play.

PROGRAM: 18020 - CCLR s.44(1)(b) - A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (b) is appropriate for the age and development of children in each group in the community care facility.
Observation: During the inspection I observed the program. In the beginning some of the children were dancing and reading books. After some time some of the children didn' t appear to be engaged in significant activities and were wandering from place to place around the room. This disruption in the program may be due to a visit from Licensing.
Corrective Action(s): Please ensure a program of activities to meet the varying developmental needs of the children from 0-36 months is implemented.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: Two staff are currently working at the facility. One staff record was observed and one staff record was not located in the facility. In discussion with the Manager she stated that all of the information for her staff records were at the Fraser Health office. In examining her file located at the Fraser Health office, only a record of immunization status and her CRC were present.
Corrective Action(s): Please ensure all staff records are complete are kept in a single place at the community care facility.

Comments

At the inspection dated January 3, 2019 there were 7 children and 2 staff present. At this inspection the above noted contraventions were identified. Please take corrective action to bring the facility into compliance. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
Promoting Active Play in the program
Active Supervision
Lead in the Water
Information about Reportable Incidents and reporting within a 24 hour period.
