Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: The record indicates monthly fire drills are conducted, however there is no drill recorded for February 2019. The record indicates the facility also participates in all school emergency drills including lockdown drills, and an earthquake drill. Discusdion took place regarding conducting an annual emergency disaster drill including evacuation to an alternative site.
Corrective Action(s): As per discussion, please ensure fire drills are conducted monthly and an annual emergency drill includes evacuation to an alternative site and that all drills are recorded and emergency management policy is up-dated to include the new alternative site.

Summary of Inspection:
At the time of this inspection the Manager was on site with one staff and there were 11 children in care in the Group Child Care (30 months to school age) Program.

All areas were inspected and found to be in compliance with the exception of that noted above.
Licensee is required to provide a corrective action plan.
Licensing Officer will review the corrective action plan.

The following education /discussions took place:
Annual emergency drill to include evacuation with supplies.
Log book records.
Reportable Incident Reporting – ensure notification to Licensing within 24 hours, if you cannot reach your LO please contact the Duty Line 604-587-3936
