Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #JBES-B6ZP6R have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed a broken wall mirror in the main gym area, exposing a sharp edge posing a risk of harm to children in care.
Corrective Action(s): Please ensure a safe environment is provided for children in care at all times.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Licensing reviewed 5 staff files and noted 1 file did not include a resume.
Corrective Action(s): Please ensure staff files contain all necessary information including a record of work history.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Licensing reviewed 5 staff files and noted that 2 were missing immunization records.
Corrective Action(s): Please ensure staff files contain all necessary information including record of immunization.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Licensing reviewed facility policies and procedures and noted there were no active play or screen time policies developed.
Corrective Action(s): Please ensure there are current records of written policies and procedures, include active play and screen time policies.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Licensing reviewed 7 children's files and noted 1 file did not contain a care card number.
Corrective Action(s): Please ensure children's files contain all necessary information including care card numbers.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing reviewed 7 children's files and noted 2 were missing enrollment dates.
Corrective Action(s): Please ensure that children's files contain all necessary information including enrollment dates.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing observed 7 children's files and noted 2 were missing a medical practitioner's name and 1 file was missing a phone number.
Corrective Action(s): Please ensure children's files contain all necessary information including a doctor's name a phone number.

Licensing has requested a written plan for the time line it will take for interim and full repair of the broken mirror in the main gym area to be submitted by October 31, 2019.
