Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
Risk screening as a Covid-19 prevention strategy was conducted prior to inspection.
All areas of the facility were reviewed for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11130 - CCLR s.15(3) - A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation: Licensing observed that the nap room in the Group Child Care (under 36 month) program was being used for storage. Further discussed with the Manager.
Corrective Action(s): Please ensure a separate napping area away form the activity area is available at all times for any child requiring a nap.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing observed that staffing in the Group Child Care (30 months to school age) program does not meet the requirements of Schedule E. Manager stated that the regular staff is away due to the Covid-19 pandemic. Discussed requirements during absences and plan moiving forward.
Corrective Action(s): Please submit a staffing plan for review to assist care and supervision strategies during the Covid-19 pandemic. This will be approved by Licensing for a limited time period.

RECORDS AND REPORTING: 19030 - CCLR s.55(2)(a) - A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation: On review of the minor incident log book, Licenisng observed a record that required a reportable incident. Discussed with the Manager who will further discuss procedures with the staff.
Corrective Action(s): Please ensure any incident requiring emergency care by a medical practioner is reported to Licensing within 24 hours.

Summary of Inspection

At today’s inspection there were 3 children and 1 staff present in the Group Child Care (30 months to school age) program; 2 children and 1 staff in the Group Child Care (under 36 months) program and 3 children and 2 staff in the Group Child Care (school age) program. This includes the Manager. An administrative staff was also on site to assist with documentation.

At this inspection the above noted contraventions were identified.
Licensee is required to submit a corrective action plan to address the contravention/s
Licensing will review the corrective action plan
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

Licensing reviewed the facility’s COVID-19 prevention strategies and noted the following:
Health and safety system in place in response to Pandemic which includes, but not limited to:
* Appropriate sanitization of all touchable surfaces, toys, eating areas, bathroom areas at least twice daily.
* Appropriate child/staff screening in place to ensure health and safety of the facility group and limit interactions with adults.
* Hand washing and hygiene practices appropriate to Provincial Health Officer guidelines.
* Social distancing methods in place where appropriate.
* WorkSafe BC operational plan guidelines available and provided to parents.

Facility has been receiving Licensing Officer’s emails.
