Introduction

An unscheduled/scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: A closet door that encloses the facility furnace was not locked during today's inspection. The Licensee corrected this during the inspection.
A large garbage can in the playroom has a broken lid with sharp edges accessible to children playing in the area. LO reviewed this equipment with the Licensee during the inspection.
Corrective Action(s): Ensure children do not have access to any object that may be hazardous to their health and safety.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: The hot water in the bathroom sink that children use to wash their hands was recorded at 51.5 *C. The LO discussed with the Licensee the requirement for the temperature to not exceed 49 *C. This is a repeat contravention.
Corrective Action(s): Ensure heater water accessible to children does not exceed 49 * C.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Towels are used for each individual child after washing hands. The towels are stored in close contact to each other increasing the risk of spreading of germs. A large hand towel is additionally stored near the children's towels increasing the risk of the towels coming in contact with each other.
A bar of soap and hand soap pump is accessible in the washroom and could be used by the children in care.
The LO discussed with the Licensee suitable hand washing practices related to the bar of soap and current hand drying practices.
Corrective Action(s): Ensure children are instructed and encouraged to practice rules of health and hygiene with regards to hand washing.

NUTRITION AND FOOD SERVICES: 17020 - CCLR s.48(1)(b) - A licensee must (b) promote healthy eating and nutritional habits.
Observation: The lunch kits for the children in care are stored on the counter in the kitchen area. Some items were stored in lunch kits that are perishable but did not have ice packs to ensure the food items would not spoil posing a risk to the children in care.
Corrective Action(s): Ensure healthy eating habits are promoted including the appropriate storage of perishable food items.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation (CORRECTED DURING INSPECTION): Seven children's files were reviewed. Two children did not have their gender identified in their files. The Licensee corrected this during the inspection.
Corrective Action(s): Ensure children's files are complete including identifying their gender.

Summary of Inspection
On the inspection date of June 20, 2019 there were 7 children and 1 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee include a corrective action plan developed and submitted and actions required the LO include to review and monitor the corrective action plan. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
