Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: Licensing reviewed a medication consent form for a child. It was discussed that the information provided on the medication consent form did not appropriately guide staff as to what signs and symptioms to look out for prior to administering medication. Staff stated that a diagnosis had not been made in respect of this child's requirements. This extra support requires a care plan to be in place to ensure all staff have clear instructions on the care required to appropriately support this child.
Corrective Action(s): Please ensure a care plan is developed for any child requiring extra support.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Licesning reviewed a care plan for a child requiring medication. It was observed that this care plan had not been reviewed since the previous year.
Corrective Action(s): Please ensure the information contained in a care plan is reviewed annually with the parents to ensure accurate information is in place as guidance for the staff to provide safe care.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was 3 staff in the Group Child Care under 36 month program (GCC < 36) with 9 children and 3 staff in the Group Child Care 30 month to school age program (GCC 30-SA) with 16 children. There was 1 other staff supporting 1 child in this group. Manager was away today but available by telephone for location of staff files.

Staff to child ratio was in compliance with regulations
Programming is in place with daily outdoor play, art activities and a variety of activities used during the Montessori work cycle as well as for free play.
Licensing observed Staff engaged with children during direction and general care and communication. Staff displayed positive guidance techniques and appropriate tone.
Licensing observed the children in both the GCC < 36 and GCC 30 - SA programs have snack, which is supplied by the parents as a sharing snack, after handwashing; circle time and free choice activities during the work cycle. The GCC < 36 went for outdoor play after completing an art activity. Children are given opportunities to explore at their own pace.

Discussions with the Staff:-
- Licensing reviewed the GCC < 36 program with the staff and the future introduction of a more structured approach using more Montessori materials.
- Licensing provided the immunization poster
- Licensing recommends ensuring that any 'DIN' products in the first aid kits be removed to avoid accidental usage without permission forms from parents.
- A reminder to ensure that all staff CRC's are site specific.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.

Facility has good systems in place for auditing files and uses checklists to ensure complete information.
No safety concerns.
