Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance. Licensing also reviewed Covid -19 health and hygiene systems to ensure the safety of children.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed a sharp corner in 3-5 classroom that was exposed and posing a risk of injury.
Corrective Action(s): Ensure healthy and safe environment provided to children at all times.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Review of 4 staff files observed a new hired staff criminal records clearance (CRC) is not site specific.
Corrective Action(s): Ensure staff files are complete. Please ensure supervision plan for the staff until they have obtain copy of their CRC.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Review of 4 staff files observed one staff was missing immunization status on file.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Review of 4 staff files observed two staff were missing ECE certificate verification on file.
Corrective Action(s): Ensure staff files are complete.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Review of 6 children files observed one child was missing date of enrollment on file.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Review of 6 children files observed one child was missing doctor's contact information on file.

Comments

At the inspection dated September 30, 2020, there were 9 children and 2 staff in GCC 30 months to school age room. Two children were in attendance in Infants/toddlers room with one staff. Education was provided to enhance supervision.
At this inspection, the above noted contraventions were identified. As part of this Routine Inspection a Facility Risk Assessment Tool is completed. Covid-19 prevention strategies, daily health check was discussed & Covid-19 infection control assessment was completed at today's inspection.
Licensing staff completed Risk Screening –Covid -19 prior to inspection. This inspection report was written off site. A copy of inspection report and the risk assessment will be mailed to the facility.
