Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following safety hazards
>Metal part on the corners of the carpet in the caterpillar room was exposed which can cause injury or can be a tripping hazard.
>The bedding is left on the mats,stacked on top of each other which is touching both the cots and other bedding.
>Mesh material on some of the cots is unravelling and some cots are not in good repair.
> Medication storage obstructs the accessibility of medication in an emergency for the child as it is stored in the other room.
Corrective Action(s): Ensure that a safe environment is provided at all times while children are under the supervision of employees.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following hazards accessible to children during today's inspection :
> Plastic bags, toasters, splenda bottles, used yogurt containers stored under in sink in both rooms. The cupboards/drawers are not secured with a safety latch.
>Towel to dry hands for staff are hanging on the cupboard door under sink which is accessible to children.
> Mop and Mop buckets, vacuum, broom are stored in the area accessible to children.
> The furnace room in the bathroom of the Caterpillar room is unlocked.
Corrective Action(s): Ensure that children do not have access to any object or substance that may be hazardous to health and safety of a child.

STAFFING: 12130 - CCLR s.19(3) - Without limiting subsection (2), if the duties of an employee include care for a child who requires extra support, a licensee must ensure that the employee has the training and experience and demonstrates the skills necessary to care for that child.
Observation: Licensing observed that except for a valid CRC there were no other documents available for the support staff to demonstrate the required training and experience for the skills necessary to care for the child who requires extra support i.e certificate, resume,references and first aid certificate,
Corrective Action(s): Ensure that all the documents required in the support workers file are obtained and the file is available at the facility,

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Staff holds a valid ECE Certificate however the certificate validation has expired.
Corrective Action(s): Ensure that system is in place to validate and verify the certificate by the system maintained by the early childhood registry.

Comments

Summary of Inspection:
At the inspection dated July 29, 2022 there were 20 children and 4 staff present, manager and a support worker present on the site. At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Best practice for staff to update their first aid certificate as soon as possible.
Ensure the storage items on the counter, in the cupboards and around the room are at minimum for easy cleaning.
