Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). A Covid-19 risk screening assessment was completed with the facility prior to conducting this inspection.

Contraventions
Previous Inspection - Contraventions observed on FIR #IMAY-BGDRT5 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: At the time of this inspection, the carpet located under the children's table in the main play area has some areas that are lifting. Concern is for potential trip hazard.
Corrective Action(s): Ensure potential trip hazard due to carpet lifting is secured to minimize potential for injury.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: At the time of this inspection an above ground pool was located in the outdoor play area. Licensee advised that the pool measures 18 feet in diameter by 4 feet in depth. The Licensee confirmed that pool is off limits to children in care. There is plastic fencing surrounding the pool that is secured with posts, however, as discussed and pointed out to the Licensee during this inspection, some reinforcement and securing is needed to the fencing. Licensing provided the Fraserhealth Guideline for Outdoor Play Areas - Swimming and Wading Pools. Based on this guideline, the type of pool in the outdoor play area falls under Type C. It is the expectation of Licensing that the Safety and Perimeter Requirements as noted in Appendix C be implemented.
Corrective Action(s): Immediate attention to the areas that need reinforcement is required, along with the Licensee's supervision plan to ensure children do not access the pool area. Licensing will complete a follow-up inspection.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: At the time of this inspection it was demonstrated that the wooden structure of the swing set has some movement when manually pushed or lifted. This may be due to wear and tear over time, and as such, will likely continue to increase over time. Licensee advised that the swing set is secured with stakes in the ground to make it stable.
Corrective Action(s): Ensure the swing set is inspected and secured in a safe manner.

POLICIES AND PROCEDURES: 13010 - CCLR s.22(1)(a) - A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation: At the time of this inspection, it was noted that the fire extinguisher tag indicated that servicing of the fire extinguisher is overdue.
Corrective Action(s): Ensure fire extinguisher's are serviced by the due date.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: At the time of this inspection, a record of fire drills for June and July 2020 was not found in the fire drill log book. Licensee advised that she had forgot to documents.
Corrective Action(s): Ensure fire drills records are maintained. Monthly fire drills are required.

Comments

At the inspection dated August 4, 2020 there were 5 children and one staff present. At this inspection the following contraventions were identified. As part of this Routine Inspection a Facility Risk Assessment Tool will be completed and sent by email.
The following was discussed and\or recommended:
It was discussed that as the outdoor play has been expanded, visual supervision of all areas of the outdoor play area will be dependent on ensuring staff are placing themselves in an area where scanning and supervision of all areas can be maintained. This would be in situations where children are engaged in activities within the outdoor play area in separate or individual groups as opposed to whole group activities.
Licensee advised that she has topped up the resilient surfacing with the last year. It was noted that redistribution of the resilient surfacing is needed as some areas appeared sparse.
A reminder to ensure when the water hose is no longer needed that it is put away to avoid a trip hazard. Licensing had used the water hose to fill the water table and advised that as she was going to water the plants, she had not put away the water hose.
It is recommended that the Licensee confirm with the parent(s) that the information provided on the registration form(s) is still current to ensure no updating is needed.
It is recommended that in situations where there a numerous toys that the toys be rotated to ensure cleaning can be more manageable.
