Introduction

NEW INTRO FOR ROUTINE

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

At time of this inspection all areas inspected were found to be in compliance with the exception of those noted below:

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
CARE AND/OR SUPERVISION: 14230 - CCLR s.51(1)(b) - A licensee must (b) provide to employees and parents a written statement of the licensee's policy on behavioural guidance.
Observation: The staff binder does not contain all policies, and Manager indicated parents for the Group Child Care (school age) program are not provided with the Parent Handbook which provides information on all the policies. Manager stated all policies were provided to staff and were reviewed at time of employment.
Corrective Action(s): As discussed, please ensure copy of the policies are available for staff's reference on site and parents from both programs are provided with the Parent Handbook. Policies not being on site in staff binder is a repeat violation.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Eight registration records for children were reviewed and all were complete with the exception of missing the enrollment date for 2 children.
Corrective Action(s): Please review all records and ensure they are complete as per requirements.

Comments

At time of this inspection the following was also discussed with the Manager and/or staff
--Active Supervision Practice
--New Bill 5 legislation
--Log Book Records to include signature of the writer, and include information regarding notification to parent
--Reportable Incident (RI) requirements. New RI forms to be mailed to facility.
--Policy binder and parent handbook to include all facility policies, including Active Play and Screen Use
--First Aid Training for one staff may require renewal, certificate information not clear and another staff is enrolled for training, Manager aware these staff are not to work alone with the children.

The following was also observed at time of this inspection:
--At time of this inspection the staff ratios exceeded requirements as there were 3 staff on site with 20 children in care. The Manager is on site in the morning for opening and was not on site at start of the inspection, however Manager was notified of the inspection and came to review report.
--At time of Licensing Officer's (LO) arrival the children were playing outside in the adjoining green park, school grounds, and upper sandbox area. Staff were located in each area providing appropriate supervision and staff described how active supervision is maintained. Children came inside for snack, and returned outside and then came back inside for lunch. Staff were observed engaged with the children in their activities and appropriate language was used when communicating with the children.
--Hand washing was done prior to having snack and lunch. Staff was observed sitting and eating with the children.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
