Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Fire Extinguisher has not been serviced annually. Due Sept. 30, 2023.
Corrective Action(s): Licensee must ensure the fire extinguisher is serviced manually. The manager said the fire department checked them recently but one fire extinguisher may have been missed.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: DLSOP Active Play – The Licensee has not developed and/or implemented an Active Play Policy and screen time policy.
Corrective Action(s): Ensure that the facility has implemented an active play and screen time policy in their parent handbook. The manager said that they do not have an active play or screen play policy.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Licensing reviewed 8 Children's files; 1 child was missing their immunization status.
Corrective Action(s): Licensee must ensure that for each child, there is a record showing the child's immunization status. Please ensure that there is a system in place to review children's files.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing reviewed 8 children's files; 1 child was missing their medical practitioner.
Corrective Action(s): Licensee must ensure that for each child there is a record of their medical practitioner. Please ensure that there is a system in place to review children's files.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: Licensing reviewed 8 children's files; 1 child did not have emergency consent that in case parents cannot be reached, the facility call a medical practitioner or ambulance in case of accidents or illness.
Corrective Action(s): Licensee must ensure that they have in writing from a parent that they have consent to contact a medical practitioner or ambulance in case of an accident or illness if the parent cannot immediately be reached. Please ensure that there is a system in place to review children's files.

Comments

On the inspection date of December 18, 2023 there were 31 children, 7 staff and 2 support staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee include addressing all contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. This inspection report was completed off site and emailed to the facility the same day.
