Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed a dangling cord in the Multi-age program space that was accessible to children. There was also a can of paint stored in the room as well as an electric leaf blower.
Corrective Action(s): Please ensure that the space is safe at all times while children are in care

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed that the kitchen in the church did not have the safety gate up at the doorway which is part of the supervision process. The kitchen contains hazardous materials such as sharp knives and cleaning products which were accessible to children as the door from the Group Child Care (30 months to school age) program was left open for some time.
The Group Child Care (Under 36 month program) also accessed the gym space which is connected to the kitchen.
Corrective Action(s): Please ensure that this space is inaccessible to children at all times whilst in care.

STAFFING: 12450 - CCLR s.60(3)(a) - A licensee must keep (a) in the case of employees, all records required under section 19 (1) [character and skill requirements] for the entire time that the subject of the records is an employee of the community care facility.
Observation: Licensing reviewed staff records and observed that 2 staff on site today did not have staff files on site.
In discussion with Manager, the records were located in another area. Manager stated that a staff will be trained as the assistant Manager to ensure records can be retrieved at any time.
Corrective Action(s): Please ensure that records are retained on site during the course of the day if the staff is working.

Summary of Inspection

At today’s inspection there were 12 children in the Group Child Care (30 months to school age) program and 3 staff present – 4 children and 1 staff present in the Group Child Care (Under 36 month) program. Manager was away today.

At this inspection the above noted contraventions were identified
Licensee is required to develop and submit an action plan to licensing
Licensing will review and monitor the corrective action plan. A follow up inspection is required.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through discussion:
- Temporary Placements
- Active Supervision
- Lead in the Water/flushing pipes
