Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

At time of this inspection all areas inspected were found to be in compliance with the exception of those noted below:

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): There was a large envelope with papers in it and a wooden tray sitting on the electric stove burners and the stove was plugged in; medication and personal grooming products were accessible in the washroom.
Corrective Action(s): Please ensure children do not have access to hazardous products and that all areas of the facility are safe at all times to ensure the children's health and safety. The Licensee stated the items on the stove top were there as she was in the process of organizing things. Licensee removed all items from the stove, and personal care products and medications were moved to prevent access during the inspection.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: Licensee stated the new required policies for Active Play and Screen Use were completed, however a copy was not available for review. Licensee also stated parents were notified of the new policies. Licensee does operate in compliance with the requirements of the new policies.
Corrective Action(s): Please complete the new policies and ensure parents have received them.

Comments

The following was also observed at time of the inspection:
--There were 2 children in care and children were observed watching TV at time of Licensing Officer's arrival, and shortly after the children were engaged in an art and building blocks activities. The Licensee stated prior to Licensing Officer's arrival the children had been out at the school grounds.
--Discussion took place regarding mail out information for Bill 5 Legislation, and maintaining active Supervision.
