Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing checked the staff records and observed that the Criminal Record Check for two staff were expired. The manager said to Licensing that all staff have renewed their Criminal Record Checks, but the record and file posted on-site has just not been updated.
Corrective Action(s): Ensure that current records of Criminal Record Checks for all staff are available on-site, and that the records and files in the premise are updated.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: In the beginning of the inspection, Licensing observed that all children were left with a staff, and there was no record available on-site to ensure that the staff had a current and valid first aid and CPR certificate. However, the staff and manager stated that first aid has been completed.

Furthermore, Licensing checked the staff records and observed that the first aid for three staff were expired. The manager said to Licensing that all staff have renewed their first aid, but the record and file posted on-site has just not been updated yet.
Corrective Action(s): Ensure that a current record of first aid for all staff are available on-site, which is important to ensure children at all times have immediate access to an employee who holds a valid and current first aid and CPR certificate.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: Although the manager confirmed to Licensing that the staff has a complete file, Licensing observed that one staff did not have any records or file located at the facility.

This is a repeat contravention and was previously mentioned in routine inspection report #CLAN-BJTT7Y.
Corrective Action(s): Ensure all staff working at the facility has files and records available on-site.

Comments

At the inspection dated Mar. 11, 2022 there were 11 children and 2 staff present. The manager arrived on-site towards the midpoint of the inspection, and assisted with the inspection. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the facility during the inspection.

A COVID-19 Risk Screening was also completed on-site.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations/discussions were provided:
- Reportable Incident procedures, which is to be reported within 24 hours. Child care staff are asked to call their Licensing Officer to make the report. If the Licensing Officer is unavailable, please call 604.587.3936 and ask to speak with the Duty Line Licensing Officer. This telephone number is staffed during regular business hours.
- Continue to document minor incidents using the incident log bound book, and take note of any illness and unexpected events involving children not requiring medical attention, and that are not reportable incidents as described in Schedule H and staff to date and initial after each documentation
- Although emergency cards and children's files were eventually shown to Licensing during the inspection, initially not all staff were aware of its location. Licensing discussed with the manager that all staff need to be aware where these documents are located within the facility and should be easily accessible at all times.
- Continue to constantly review facility policies
- Including vaccination status on file
- Continue to clean and sanitize the facility including toys and equipment
- Hand hygiene procedures
- Continue to have indoor ventilation
- Check the BCCDC website for updates
- Indoor and outdoor active supervision
- Check the expiry date of items in the emergency supplies kit
- Discussed Schedule E and Licensing answered inquiries
- Reviewed care plans with the manager
- Remove all items with a DIN # in the first aid kit, as parent’s permission is required before using these items on children. Mild soap and water can be used to clean any minor cuts or scrapes.


A business card was provided during the inspection.
