Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility with the exception of room 101 were inspected for compliance. Room 101 is being used today for a private function

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection the following was observed inside the facility:
-two eletrical outlet covers were missing. This could present a potential electrocution hazard.
-a loose cord was noted under the table. This could present a potential tripping hazard
Corrective Action(s): Please ensure a healthy and safe environment is provide to children at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection the following was obsered in the facility:

-paint chips on windowsills, walls and furniture
-a counter top had a crack and a piece was missing

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection the first aid kit was reviewed. Emergency medication was found in the first aid kit. No name or prescription was noted on the emergency medication. This was removed during the inspection.

In the washroom a closet containing chemicals was unlocked. This was accessible at the children's level.
Corrective Action(s): Please ensure children do not have access to any objects or substances that are hazardousto their health and safety.

POLICIES AND PROCEDURES: 13040 - CCLR s.56(1)(a) - A licensee must keep current records of each of the following: (a) written policies and procedures for the safe release of children.
Observation: Licensing reviewed the policies are procedures at the facility. A policy for safe release of children was not noted.
Corrective Action(s): Please ensure a written policy for the safe release of children is present at the facility for review.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Five children's records of fourteen were reviewed. two children were missing the name and phone number of a medical practitioner.
Corrective Action(s): Please ensure children's records are complete.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: During the inspection the children's records were reviewed. Liscensing reviewed documentation in a child's record that stated that a child had an allergy and emergency medication was required to be administered in case of accidental exposeure. In discussion with the staff they were unaware that the child needed emergency medication as a care plan was not present. The child produced the emergency medication from their backpack. Resources for creating a care plan were given to the staff. The serious risk to health and safety was discussed with the staff.
Corrective Action(s): Please ensure a care plan is created for children requiring the administration of emergency medication.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: Licensing observed that no staff records were located at the facilty. In discussion with a staff member they stated that the records may be at the facility but they were unsure where they were located as the Manger was away from the facility. The staff stated that they require the following to be employed at the facility: A criminal record check, a responsible adult certificate, references, first aid and immunization status.
Corrective Action(s): Please ensure staff records are accessible and availble for review at the facility.

Comments

At the inspection dated December 13, 2019 there were 12 children and 2 staff present. At this inspection the above noted contraventions were identified. Please ensure to submit a written response to licensing by December 27, 2019 addressing how you have corrected the above noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Active Supervision
· Lead in the Water
· Providing programming for both the older and younger children in care

The following resources were provided:
· Reportable Incident Bulletin
· Reportable incident forms
· Anaphylaxis emergency plan form

The Manager was away today so the report was signed by the staff and a copy of the report was left for the Manger to review.
