Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): Licensing observed that the name/title of the manager was not displayed in a prominent place. This was corrected by the licensee on-site.
Corrective Action(s): Ensure that the name/title of the manager is displayed.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed in the bathroom that the diaper creams were stored on a low shelf accessible to children.
Corrective Action(s): Ensure these items are stored in a place not within reach of children.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing observed that one staff had a CRC on file that was from a school they attended for their education. CRC's should be from the Criminal Record Review Board and should be under the facility's name. The licensee said that they have connected with the Review Board.
Corrective Action(s): Ensure that the file is complete with the proper CRC documentation.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for one employee.
Corrective Action(s): Ensure that the file is complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing observed the following:
- One child did not have emergency contacts on file
- Two children did not have doctor/clinic name and phone number on file

Comments

· This is the very first routine inspection of the facility since being licensed.

At the inspection dated Feb. 01, 2024 there were 8 children, 1 staff and the manager was present.The licensee also arrived on-site and assisted with the inspection. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the licensee during the inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following recommendations/discussions were provided:
- Reportable Incident procedures, which is to be reported within 24 hours. Child care staff are asked to call their Licensing Officer to make the report. If the Licensing Officer is unavailable, please call the Duty Line Licensing Officer.
- Logging of minor incidents using the incident log bound book, and take note of any illness and unexpected events involving children not requiring medical attention, and that are not reportable incidents as described in Schedule H and staff to initial and write the full date after each documentation.
- Continue to clean and sanitize the facility including toys and equipment
- Continue to check the expiry date of items in the emergency supplies kit
- Remove all items with a DIN # in the first aid kit, as parent’s permission is required before using these items on children. Mild soap and water can be used to clean any minor cuts or scrapes.
- Separating the children's water bottles with ample space in between when not in use
- Having a lock for the dryer machine located in the bathroom
- Outdoor procedures before children use the space
