Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Observed Violations
No violations were found during the inspection.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Licensee/Manager who was working in ratio with 8 other staff
Staff to child ratio exceeded the requirements of regulations.
A temporary placement is currently in place in the Group Child Care Under 36 months program
Programming is available for parent review and meets the requirements of Schedule G. Children's art work is displayed within all areas of the facility.
Licensing arrived at nap time and observed the staff using this time to fulfill hygiene practices and prepare for the afternoon activities. The facility was very clean and free from any hazards.
Licensing observed Staff engaged with children during quiet time - positively interacting and communicating using appropriate language.
Licensing observed the children in comfortable surroundings during nap. Licensing observed the children transition from nap into table top activities in the infant/Toddler program. Staff assisted children in sitting at the table to take part. The group also practiced their Christmas songs.
In the Group Child Care 30 months to school age program, Licensing observed the children waking up from nap time and getting ready for snack time. The children were excited to share news about receiving a visit from Santa today.
Licensing observed the school age children returning to the facility after school. Each were given a pinny before leaving for outdoor play. Children were encouraged to dress appropriately for the cold weather.

Discussions with the Manager/Licensee:-
- Licensing reviewed staffing requirements with the Manager/Licensee and discussed staffing plans for the future.
- Licensing provided information regarding the recent changes in legislation. Licensee/Manager has already validated all ECE Certificates of the staff.
- Licensing recommends adding the information given in the Director of Licensing Standards of Practice for Active Play guidelines to the existing policy for outdoor play. A screen time policy is also required prior to September 2017.
