Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
- Plastic bags in a drawer in the bathroom of the GCC 30-SA.
- Broken cupboard door in the GCC 30-SA room
- Peeling/chipped paint and missing baseboard in GCC 30-SA room
Corrective Action(s): Please ensure a safe and healthy environment is provided at all times. Please provide a compliance plan to Licensing by the date below.

CARE AND/OR SUPERVISION: 14230 - CCLR s.51(1)(b) - A licensee must (b) provide to employees and parents a written statement of the licensee's policy on behavioural guidance.
Observation: Licensing observed through discussion with the Manager that parents are not provided a copy of the facility policies. They are given information verbally during enrolment.
Corrective Action(s): Licensing recommends providing a parent handbook to gain a signed statement agreeing to all policies of the facility

RECORDS AND REPORTING: 19052 - CCLR s.56.1(2)(b) - A Licensee must keep (b) a current record of each person to whom the written agreement is delivered in accordance with that section [CCALA s.19]
Observation: Licensing observed that a repayment agreement is not in place. This was discussed with the Manager and recommendations provided to maintain compliance
Corrective Action(s): Please ensure the facility obtains a signed copy of acceptance from the parents that prepayment agreements are understood.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: On review of a random selection of children's files, Licensing observed 2 were missing enrolment dates
Corrective Action(s): Please ensure that children's files are complete prior to their start dates.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Manager with 6 staff. There were 23 children in attendance today.
Staff to child ratio was in compliance with regulations
Programming is posted and available for parent review
Licensing observed Staff engaged with children during snack time, outdoor play and circle time. The Group Child Care 30 months to School Age program (GCC 30-SA) were having an exercise activity indoors.
Staff were attentive to children's needs and positively managed behaviours.

Discussions with the Manager/Licensee/Staff:-
- Licensing reviewed the facility policies with the Manager and the requirement for Active Play and Screen Time policies to be created and provided to parents by the end of September 2017.
- Licensing provided information regarding the sanitizing requirements and ratio of bleach to water solutions. Currently used is a product which does not give guidelines on surfacing cleaning and facility will revert back to a bleach and water solution until verification can be sought on the current product. Bottles containing solutions also need to be labelled.
- Licensing recommends adding a fridge thermometer to ensure safe food keeping as children's milk products are stored in the fridge. Licensing also discussed health eating and food provision from the families - Licensing recommends adding a snack sharing program to encourage healthier eating habits of fruits and vegetables.
- Licensing and Manager also discussed the absence of an ITE staff recently and the possibility of approving a new staff schedule. please submit all the relevant documentation to Licensing for consideration to ensure staffing qualification compliance.

Audit of all facility files was conducted and Manager has made many improvements to ensure all are complete and organized.
Staff work well together to ensure a positive and friendly atmosphere.

Provided immunization poster.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
A follow up inspection will be conducted at a later date.
