Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The name of the Manager was not posted.
Corrective Action(s): Please post the name of the Manager

LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: 2 certificates of educators or assistants were not posted in the community care facility.
Corrective Action(s): Ensure that each employee who is an educator or assistant has their certificate posted.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation (CORRECTED DURING INSPECTION): The emergency exit from the Group Child care (30 month - school age) playground was locked and unable to exit.
Corrective Action(s): Ensure that emergency exits are accessible in case of fire or other emergency. The Manager unlocked the exit during the inspection.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: It was observed that the second staff person in a Group Child care (under 36 months) program was an Early Childhood assistant. It was discussed with the Manager about the ratio for different service types.
Corrective Action(s): Ensure that the ratio for employees to children is no less than schedule E.

Comments

At the inspection dated June 15, 2021 there were 17 children, and 7 staff present. At this inspection the above noted contraventions were identified. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following education/recommendations were provided:
· Medication and care plans
· Shade on playground
· Walking paths to the outdoor playground
· Locked doors needing keys; staff access indoor and outdoor.
