Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP).
All areas of the facility were reviewed for compliance. LO also reviewed and discussed COVID-19 prevention strategies with the Manager.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following were observed and discussed with Manager:
- Outside: rubber mulch should be evenly spread/ distributed to ensure safety surfacing against falls.

Corrective Action(s): Please ensure a healthy and safe environment is provided at all times while children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: - Stairs: some maintenance required to the grip strips on the stairs (worn out and started to lift). Few nails on the stairs are sticking out; these could pose a tripping hazard.
- Circle area: small bookshelf needs to be assembled properly for safer stability.
Corrective Action(s): Please ensure that all furniture, equipment and fixtures are in clean and in good repair while children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11110 - CCLR s.15(2)(b) - A licensee must ensure that each piece of furniture or equipment for sleeping (b) is clean and comfortable.
Observation: Sleeping Arrangements: bedding ( sheets & blankets ) were not available for a playpen and cots used by children during nap time. A discussion was had about providing a sheet for the playpen's mattress for regular cleaning/sanitization. Clean and comfortable bedding should be available for older children.
Corrective Action(s): Please ensure furniture and equipment for sleeping is clean and comfortable.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Outdoor equipment- spring horse place within the outdoor area is heavily worn out, ripped and broken. Sharp plastic edges, metal spring coils and damaged foam pieces were accessible to children.
Corrective Action(s): Please ensure all equipment accessible to children are safely constructed, free from hazard and in good repair.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Staff files were reviewed; one staff had list of references on file, but there was no indication if their references were obtained.
Corrective Action(s): Please ensure all staff files are complete.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Staff files were reviewed; one staff had no immunization record status on file.
Corrective Action(s): Please ensure all staff files are complete.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: Through discussion with the Manager, LO learned that occasionally children have access to screen (movie time on some Fridays) for 30-45 min. A discussion was had about limiting screen time to 30 min per day or less ( when used), and screen time is not to be offered to children under 2 years of age.
Corrective Action(s): Please revise and share updated screen time policy with parents/families. Forward a copy of this policy to LO for review.

Comments

At this inspection dated August 12, 2020 there were 8 children and 2 staff present. At this inspection the above noted contraventions were identified. Licensee is required to provide a written response by below date, including how areas found to be in noncompliance are addressed. The contravention noted in this report were reviewed with the manager during today's inspection. This inspection report was completed off site (0.5 hr) and emailed along with the Risk Assessment to the facility on August 18, 2020.

LO observed and discussed the following with Manager on-site:
-All cleaning spray bottles should be labelled for safer cleaning/disinfecting practice. When using store bought cleaning products, please follow the manufacturer's instructions. All cleaning supplies should be kept out of children's reach.
- References within staff's file: to conduct reference check and document indicating that character references were obtained in respect of the person by the licensee or manager as part of the hiring process
-Sunscreen: safe and hygienic sunscreen application must be practiced with children to avoid any cross contamination and to prevent the spread of germs
-Continue to monitor and maintain proper sanitization for all high-touch surfaces, toys and equipment including any soft and porous materials used in the facility; such items still need to be properly cleaned and disinfected by laundering in a washing machine with hot water and dry in a clothes dryer on a hot cycle if children are using them
- High chair: discussion was had to consider suitability of children's age and development when using high chairs with both young/older toddlers
- Basement: LO learned that one part of operator's basement is now being occupied by tenants. Please provide updated floor plan ( basement) and copies of CRC for two individuals occupying the basement

-Guidance in the Selection of Cleaners, Sanitizers or Disinfectants for Public Settings
-Respiratory, Personal and Hand Hygiene ( Posters of Handwashing, Cough and Sneeze Etiquette)
-Precautions and Practices for Sick Children
-Physical Distancing Ideas
-COVID-19 Safety Plan as per Order of the Provincial Health Officer ( see WorkSafe BC Protocols for Child Care)
- Reportable Incident Forms
