Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: On review of fire drills, Licensing observed that November and December of 2017 had not been recorded. Licensee stated that they had not been practiced due to recent guidance of requiring a spare smoke alarm (which has yet to be purchased) to re-create the actual sound when in an emergency situation to have children recognize an emergency. Licensee used to use a whistle to start the practice or would wait until another individual over 12 could assist in the drill..
Corrective Action(s): Please ensure monthly fire drills are practiced using any method possible until the smoke alarm is purchased.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Licensee with 4 children

Staff to child ratio was in compliance with regulations
Licensing observed the children involved in free play on Licensing's arrival. They had a variety of equipment to choose from. Children were observed in a colouring activity as well as using fine motor skills to build lego. This was followed by snack time in which the children washed hands prior to eating.
There are 2 cats in the facility that interact with the children.

Discussions with the Licensee:-
- Licensing reviewed the policies with the Licensee and the availability to parents
- Fire drills (see above violation for details)
- Licensing provided the immunization poster as a resource
Temporary placements are in place for 2 children until July 2018
Licensing observed Staff engaged with children during free play and snack time. Licensee uses appropriate language and tone when communicating with the children. Each individual child's needs are met.

No response to the contravention is required.
