Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
At the time of this inspection 7 children were present with 2 staff. Staff to child ratios for the Group Under 36 months program was met.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services

· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

As part of the routine inspection, the following was reviewed:
Active supervision practices during diapering, nap time, mealtimes and indoor and outdoor play;
Reportable incident process;

Exemption Requests
Staffing exemption requests have been submitted and will be reviewed with the Licensee. Licensee was not available at today's inspection and will return next week. Licensing to contact the Licensee next week for further discussion.

Contraventions
Previous Inspection - Contraventions observed on FIR #JCHE-ALATGH have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: At the time of this inspection the name of the Manager that is posted does not match with the name of the Manager on the Licensing database. Licensee has submitted forms to change the name of the Manager.
Corrective Action(s): Ensure the Manager's name is current.

STAFFING: 12440 - CCLR s.60(2) - A licensee must retain for at least 5 years all signed original forms authorizing criminal record checks to be done.
Observation: A review of staff files indicated some were missing the original forms authorizing criminal record checks to be done. It is noted that the staff files reviewed do have current criminal record clearance letters on file.
Corrective Action(s): Ensure the original consent forms are maintained on file.

Recommendations:
Documentation Records
It is recommended that staff initial entries when documenting items in the staff communication book and minor incident log.
Earthquake\Emergency Planning
It is recommended that the Licensee obtain a method to ensure easier transport of emergency supplies. Currently supplies are contained in two large bins in the upper level off the kitchen area which may be challenging to transport, along with potentially 11 children from the Group Under 36 program should off-site evacuation be required. Staff is aware and has advised that discussions are occuring with the Licensee regarding implementing a system for 72 hour emergency evacuation.
Licensing looks forward to a continued working relationship with Hummingbird Child Care Centre.
