Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
At the time of this inspection 13 children were present with 2 staff (1 ECE and 1 ECEA). Staff to child ratio's were met as per Schedule E of the Child Care Licensing Regulation (CCLR).
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services

· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

The following was reviewed:
Active supervision practices during diapering, nap time, mealtimes and indoor and outdoor play;
Reportable incident process;
Licensing conducted a walk through the entire house today.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): At the time of this inspection, the Manager's name was not posted. This was also noted in the previous routine inspection report.
Corrective Action(s): Ensure Manager's name is posted in a prominent place in the community care facility. Staff corrected during this inspection and the Manager's name is now posted..

Criminal Record Clearance Authorization Consent Forms
A review of staff files noted that criminal record clearance letters have been completed and the clearance letters are in the staff files. In addition to the clearance letters, as per Section 60 (2) of the Child Care Licensing Regulation, the Licensee is required to maintain the authorization consent forms. At the time of this inspection, some were not found in the staff files. Staff advised that the Licensee may maintain the consent forms in a separate file. Licensee to confirm and inform Licensing.
Recommendations:
To maintain consistency in documentation it is recommended that in addition to documenting notifications to parents in the communication book, that the notification also be included in the minor incident log book. At the time of this inspection, although a minor incident was noted in both the minor incident log and communication book, the actual notification to parent/family member was only indicated in the communication book.
A reminder to include the year on the attendance forms. Several form did not indicate the year.
Earthquake\Emergency Planning
It is recommended that the Licensee obtain a method to ensure easier transport of emergency supplies. Currently supplies are contained in two large bins which may be challenging to transport, along with potentially 16 children, should off-site evacuation be required. Discussed obtaining a wheeled container. It was also discussed that an out of province/area contact number for emergency (e.g. earthquake)be obtained and shared with parents.
