Introduction

A routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulation and the applicable Director of Licensing Standards of Practice. In response to the current Covid 19 pandemic this inspection focused on the physical facility, equipment and furnishings, hygiene and communicable disease control and facility records.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed a black set of drawers stored against the wall of the facility. The set of drawers were not secured and there is the potential it could tip over causing a child or adult to be injured.

Corrective Action(s): In discussion with the Licensee the set of drawers were temporarily located against the wall of the facility. The Licensee will make the drawers inaccessible to the children.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Licensing noted the hot water at the children's washroom hand basin was over 49'. Water above 49' has the potential to cause scalding especially for young children.

Corrective Action(s): The Licensee will need to reduce the hot water temperature where children wash their hands to 49' or lower.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Upon review of a staff file that was previously identified as having a RCMP criminal record clearance the file contained a criminal record clearance letter addressed to another employer/agency (previously identified as a contravention on May 2, 2019 - facility inspection report #SMOY-BBSP4Z). The Licensee must have a criminal record clearance letter addressed to them from the Criminal Records Review Agency.

Corrective Action(s): During the inspection the Licensee said they applied to have the letter addressed to another agency/employer shared with them. The application was conducted earlier this month via regular mail as the Licensee doesn't have an account set up with the Criminal Records Review Agency. Licensing discussed with the Licensee about having an account to assist them in processing any applications for a criminal record clearance letter.

Comments

At the inspection dated June 29, 2020 there were 2 staff and 2 children present. The Manager was not available for today's inspection. Due to the current pandemic the Licensee has set out a bottle of hand sanitizer for families use during drop off and pick up. Discussed with the Licensee that all alcohol based sanitizer must be kept out of reach of children to prevent accidental poisoning.

Licensing provided to and reviewed with the Licensee the Fraser Health Resource for Childcare Facilities COVID 19 Prevention Strategies. The Licensee has developed their WorkSafe BC safety plan however it wasn't posted. The Licensee said she would post it within the facility.

This report was reviewed with the Licensee at the time of the inspection. As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. Due to the current pandemic this report and Facility Risk Assessment Tool was completed and written off site (time spent: .33) and a copy of these documents were sent to the Licensee.
