Introduction

An unscheduled routine inspection of this community care facility (CCF) was conducted by the licensing officer (CCFL) to assess compliance w/ the:
• Community Care & Assisted Living Act (CCALA)
• Child Care Licensing Regulation (CCLR)
• Director of Licensing Standards of Practice (DLSP)

Evidence for this facility inspection report (FIR) was based upon the following @ the time of inspection:
• CCFL's observations
• CCFL's review of the CCF's records
• information provided to CCFL by employees

The following areas were reviewed:
• licensing
• physical facility
• staffing
• policies & procedures
• care & supervision
• hygiene & communicable disease control
• medication
• nutrition & food services
• program
• records & reporting

As part of today's routine inspection, a risk assessment tool was completed & provided, which includes:
• any noncompliance identified, if applicable
• the CCF's 3-year compliance & operational history since 2013/11/09

Contraventions
Previous Inspection - Contraventions observed on FIR #EGAU-A59R3P have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10010 - CCLR s.10(1) - Applicants for licences and licensees must notify a medical health officer immediately of any change in the information provided under section 9.
Observation: The manager's been absent since 2016/09/15 until approximately sometime in 2017/01. An acting manager's been in place since 2016/09/16.
Corrective Action(s): CCFL will deliver all applicable manager change forms for the acting manager later today. The completed, original paperwork must be dropped off or mailed to CCFL (#300 - 4946 Cda Way, Bby, BC V5G 4H7).

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: An employee lacked character references in her employee file.
Corrective Action(s): Please ensure all required information as per §19(1) of the CCLR is obtained by employees' 1st day of employment. 3 present or former individuals who've observed the employee working w/ children is suggested.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: An employee lacked her resume in her employee file.
Corrective Action(s): Please ensure all required information as per §19(1) of the CCLR is obtained by employees' 1st day of employment.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: An employee lacked her immunization status in her employee file.
Corrective Action(s): Please ensure all required information as per §19(1) of the CCLR is obtained by employees' 1st day of employment.
Date to be Corrected: 2016/11/16

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Fire drills haven't been practiced since the start of the preschool yr.
Corrective Action(s): Please ensure fire drills are practiced monthly (& then documented).

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation (CORRECTED DURING INSPECTION): A child's gender wasn't specified in their file.
Corrective Action(s): Please ensure all required information as per §57(1) of the CCLR is obtained by children's 1st day in the CCF. The acting manager corrected this today.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Children's enrolment dates aren't documented in their files.
Corrective Action(s): Please ensure all required information as per §57(1) of the CCLR is obtained by children's 1st day in the CCF.

CCFL:
• observed compliance w/ the legislation, w/ the exception of the above violations
• provided the acting manager w/ a copy of the Live 5-2-1-0 resource & discussed its key messages
• discussed the requirements of the new DLSP (Active Play) w/ the acting manager
• reviewed this FIR w/ the acting manager prior to signing & printing
• thanks the employees for their time & assistance today
