Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: 1of 5 employee records reviewed did not have a criminal record check addressed to the facility. The employee had a criminal record check addressed to someone else.
Corrective Action(s): Ensure that each employee has a criminal record check addressed to the facility.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The fire extinguisher is due to be serviced.
Corrective Action(s): Ensure that the fire extinguisher is serviced annually.

RECORDS AND REPORTING: 19030 - CCLR s.55(2)(a) - A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation: Licensee did not notify the licensing officer within 24 hours that a child was involved in a reportable incident as described in Schedule H as required.
Corrective Action(s): Ensure that any child involved in or may have been involved in a reportable incident is reported within 24 hours.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 1 of 10 children's files reviewed did not have the name and phone number for an emergency contact
Corrective Action(s): Ensure that each child has a record for an emergency contact.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: 1 child requiring a care plan did not have one developed in consultation with the parent or any person requested by the parent.
Corrective Action(s): Ensure that each child requiring extra support has a care plan created in consultation with the parent.

Comments

Summary of Inspection
At the inspection dated January 24, 2022 there were 11 children and 6 staff present. At this inspection the above noted contraventions were identified. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
