Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

At time of this inspection all areas inspected were found to be in compliance with the exception of those noted below:

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Name of Manager is not posted. There is also a staff designated as Preschool Manager and this is also not posted.
Corrective Action(s): Please ensure name(s) of Manager is posted as per requirements.
Date to be Corrected: Immediately

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Review of 5 staff files indicated Criminal Record Checks(CRC) are complete and current for all staff with the exception of missing record of CRC for one child. The Preschool Manager stated she believes it was completed and that this staff does not ever work alone.
Corrective Action(s): Please ensure a CRC was completed and record is available of it.

STAFFING: 12260 - CCLR s.29(c) - To qualify for employment in a community care facility as a responsible adult, a person must (c) have completed a course, or a combination of courses, of at least 20 hours duration in child development, guidance, health and safety, or nutrition.
Observation: Five staff files were reviewed and all documentation regarding qualifications and training was complete with the exception of missing proof of training for Responsible Adult for 2 staff. For one staff there is proof of enrollment for the course, however no record confirming completion and the other staff stated the training was completed, however there is no record on site.
Corrective Action(s): As discussed, please ensure proof of training is available for both staff.

Comments

The following was also observed and/or discussed with the Preschool(PS) Manager:
--Today on site there were 17 children in care with the PS Manager and one other staff. Staff qualifications (both staff ECE qualified) exceeded compliance with regulations. The Group Child Care (School Age) Program was operating at time of the inspection as it was a Pro-d Day.
--Licensing observed Staff engaged with children during their free play activities, having snack (pancakes were provided), children went outside taking turns in groups groups as a few children were unable to go outside as appropriate clothing and or shoes were not available and followed by lunch. Staff was observed using appropriate language with children. A wide variety of activities are available for children, and staff also did face painting.
--PS Manager stated the new policies for Active Play and Screen Use were completed and have been provided to parents and added to the parent handbook and all staff also were also provided the information and the facility abides by the policies. PS Manager stated children are provided with opportunity for outdoor play for an hour or more and alternative indoor active play opportunity is provided if unable to go outside. TV is only used on rare occasions. Information provided regarding Appetite to Play.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
This inspection report was reviewed with the PS Manager.
