Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During a walkthrough of the outdoor play space, it was noted that a small "turtle pool" contained standing water which was left unsupervised; Licensing noted two shelves located in the nap room that are not secured and could cause significant injury if it were to fall on a child.
Corrective Action(s): The Licensee/Manager states that they will dump the water out of the pool when not in use; and stated that the shelves will be secured before the next operational day

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: Licensing noted that of the 6 children in care; of those 6 children 5 children are under 48 months. Schedule E states that a family child care is permitted to have 4 children under 48 months
Corrective Action(s): The Licensee/Manager states that they will apply for a temporary placement for the 3 days per week that the group does not meet Schedule E requirements

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Daily attendance has been recorded for each individual child however it is unclear as to the date/month that the children are present
Corrective Action(s): The Licensee/Manager states they will ensure the date/month is written on each attendance record

At this inspection the above noted contravention were identified. The Licensee/Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response.

Licensing has agreed to email a temporary placement application in order to bring the facility in to temporary compliance and to avoid informing one family that care must be ended. The Licensee is aware they must inform all families of the request for temporary placement.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed. For this inspection the contents of the Facility Inspection Report and Risk Assessment were discussed and provided to the Licensee and/or Manager while on site.
