Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed that there are several items above the cabinet located in the gym. These items could potentially fall on children or staff in an event of an earthquake.
Corrective Action(s): Provide a safe environment at all times

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed that in one bathroom, the toilet seat wrap has ripped exposing the foam, which is difficult to clean. This is a repeat contravention and identified on Mar. 07, 2023 on routine inspection report #MZIN-CPPP7E.
Corrective Action(s): Ensure all equipment is clean and in good repair

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing observed that one staff's CRC on file was expired. This is a repeat contravention and was identified on Feb. 15, 2022 on routine inspection report #MZIN-CBPMJH.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed that one class did not have the fire drill logged for the month of February 2024
Corrective Action(s): Ensure that the monthly fire drills are logged

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing observed that one child did not have a doctor name and phone number on file
Corrective Action(s): Ensure that the file is complete

Comments

At the inspection dated Mar. 26, 2024 there were 83 children and 18 staff present.The manager was also on-site throughout the inspection and assisted Licensing. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the facility manager during the inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following recommendations/discussions were provided:
- Reportable Incident online procedures
- Continue to document minor incidents using the incident log bound book, and take note of any illness and unexpected events involving children not requiring medical attention, and that are not reportable incidents as described in Schedule H and staff to initial and write the date after each documentation
- Continue to clean and sanitize the facility including toys and equipment
- Screen time policy and procedure
- First aid staff procedure
- Continue daily playground checks
